Purpose and Need Statement
The purpose of this project is to improve traffic flow, reduce out-of-direction travel, and to improve safety on Arthur Avenue from 6th Street to 5th Street.
The project is needed to meet current and future demands of a mixed variety of motor vehicles, bicycles, and pedestrians.
